HI-PPP: CQI Dashboard Indicator

The National Center for AIDS/HIV, Dermatology and STDs (NCHADS) is a national center in Cambodia that provides public health services for the Cambodian people. The OI/ART (Opportunistic Infection / Antiretroviral Therapy) service is one of the main NCHADS services involved in the treatment of HIV patients. There are currently 53 OI/ART clinics providing treatment services for HIV patients in Cambodia.
Every 3 months, all HIV focused health clinics within Cambodia (referred to as ‘sites’) send data about the health of their patients to the National Center for AIDS/HIV, Dermatology and STDs (NCHADS) headquarters, located in Phnom Penh. After the health clinics send in their OI/ART data, NCHADS adds that information into a centralized national database. NCHADS then checks and analyzes the information and create indicator reports. Based on the analyzed indicator reports that NCHADS provides, sites use these indicator reports as a way to track their progress or draw attention to the areas that need improvement. The challenge with this system is that it takes a significant amount of time before the sites are able to see the analyzed data that will help guide them on the areas they need for Continuous Quality Improvement (CQI).
In order to solve the problem of the long delay in between the time the sites submit their reports and the time they are able to view the report analyses, the iLab Southeast Asia worked with NCHADS to develop a web-based CQI Dashboard Indicator application which provides indicator information in real-time to all of the sites.
Once the information from each of the sites is uploaded to NCHADS’ central database, the CQI Dashboard Indicator application displays each site on a map where the user at NCHADS can observe the location of each health clinic and, by clicking on the icon, see detailed information about the health center’s indicator values. Data can be entered into the system at any time (for users with appropriate access privileges) and viewed graphically as an indicator summary. Additionally, the team can also design reporting plans and graphically compare the target values with the actual data.
Through this application, users have a visual, dashboard-like display of important indicator information and is designed to facilitate the users’ understand of relevant indicator trends.
